Why does the CPU in my notebook sometimes run slower than specified?

 Situation

Sometimes a program, usually a game, will test the system configuration. It can happen that the reported CPU speed is too slow, and a lot slower than specified for your system. An example is an Intel Mobile Pentium 4 3.2 GHz running at only 1.8G GHz or an AMD Mobile Athlon 2400+ CPU running at a mere 450 MHz. Why does the CPU run slower?

Details

When a CPU is in power saving mode the actual speed will be shown, not its specified maximum speed. Intel calls this technology "Speedstep" and AMD calls it "PowerNow!". Both are based on the same principles: to run the CPU at a lower speed to conserve power and only run faster when the system really requires it. This way battery life is optimized by only using power when it's needed, and by providing performance when required by a heavy application (e.g. a game). Another benefit is that the processor runs cooler and quieter (as there is less heat to get rid of, the fan can run at a lower speed).

Solution

Simply set the power scheme to "Always On" to make sure the CPU always runs at its maximum speed:
Right-click on an empty space of the Desktop. Click Properties. Click the Screen Saver tab. Click the button marked as Power... Set the Power Schemes mode to Always On. Note: A mobile CPU running at full speed will use a lot more power and will therefore reduce battery life.

The laptop takes a long time to boot, it hangs with blinking cursor for up to a minute.

Situation

My unit is very slow to boot. After post, instead of passing on to Windows the cursor is blinking for a considerable time before continuing. After that the unit operates normally however.

Details

This is caused by the boot order setting in BIOS. The hard drive should be set to first boot device. When another device is set the unit takes a considerable amount of time to search for media prior to passing on to the next device in the boot order.

Solution

When starting the unit press F2 to enter BIOS setup. Go to the Boot menu using the right arrow key. Go to +Hard Drive in the Boot order option using the down arrow key. Press the F6 key repeatedly, until the hard drive is the first device in the boot order. Press the F10 key to exit BIOS and save your changes. The unit should now start quicker.
